No, as it is your word against theirs and unless there has been a pattern of ';false reporting'; by the manager of the hotel in the past, why would there be any reason for them to lie about the situation?
Even if you get a good private investigator, your have not shown any real damages other than being charged a higher rate for the room for smoking and your fees willl be higher than what you would ever be entitled to receive (the difference between what can be charged for a room that allows smoking and one that does not, or any additional fees that you are charged if the entire establishment is non-smoking). Unless there has been a demonstrated pattern, there is no reason for a hotel manager to lie against you as opposed to other tenants.
Either suck it up and move on, or be prepared to spend a vast amount of money for a Small Claims Court suit that you have to prove by the preponderance of the evidence of ANY state you reside in.
