first i would ask the servers if the customers had been acting at all suspicious before they made the complaint.
usually they are acting peculiar if it is a trick
then i would talk to them and suggest that it was highly unlikely
but in the end i would comp their meal if it seemed legitimate

immediately show the greatest concern for the well-being of the customer, apologize profusely, tell them that you most assuredly will discuss the lack of cleanliness of the kitchen, and offer them a complimentary dinner, or complimentary night's stay, or something else to make them feel less upset about the bug.
The world is full of bugs and we probably eat more roaches than we even know about, but it more than likely distressed this person quite a bit.. (I'd be a bit upset).

The meal should be on the house, and you should make a very big apology, and if you sense the customer is still angry, throw in some more free stuff (free night, free meal at another time - although they may never want to come back), etc.
And then hire an exterminator ASAP!
Well....hoefully you would see the cockroach yourself, but even if you don't....you appologize profusely and give them their entire stay for free. Don't forget to cal an exterminator...immediately.
If they can produce a cockroach in the food, refund their food money and give them a discount for the night.
I would pay them not to tell anyone, close the hotel, and hire a whole bunch of exterminators... or I would laugh and say they were crazy!!!

well unless if they manage the hotels cafeteria then that's not the managers problem.
The right thing to do here is to not charge them for it.
Call my hotel's attorney.
