Plz help. where can i complain abt the hotel if manager is not helping me?

plzzzzzzzzzzzzz it's important . i am from jhansi. the waiter here was misbehaving with sister . when i told manager he said the waiter is good and cannot do these things plzzzzzzzzzzzzzz someone tell whom 2 contact or what should i do. if no one in the hotel is listening me.. is there any higher authorities which sees these prob.................plzplzplz helpPlz help. where can i complain abt the hotel if manager is not helping me?
