Look up the CORPORATE office online or in the local phone book if not a national chain.
Then you may call toll free...keep asking for higher ups and asking how to get the papers sent to you to file a complaint formally and officially.
contact the general office of whatever branch you are staying at.
If it's a chain, definitely contact the executive offices of that chain. Some of these hotels are franchises, and I'm sure that the head office would not be pleased because that gives THEM a bad name.
I don't usually complain to anyone at the same place, unless it's like a low man on the totem pole who is the offender. I figure if, for instance, an assistant manager has done something, he may be buddies with the general manager and may not do a stinkin' thing about it but laugh about it over beers later that night.
